If you hold a work permit and have been waiting for Canada to open a new door to permanent residence, you've probably asked yourself this:
👉 "Is the TR-to-PR initiative my chance, or does it apply to someone else?"
For over 1.9 million temporary residents, the answer is a hard one. Canada announced a fast-track to PR, but it only speeds up applications already inside the system, leaving PGWP holders, urban workers, and anyone who hasn't yet applied with no new route to permanent residence.
That changes how you need to plan. This week, IRCC officially confirmed the details of the In-Canada Workers Initiative and understanding exactly who qualifies (and who doesn't) could save you months of waiting on the wrong path. Here's what's inside today:

Immigration, Refugees and Citizenship Canada (IRCC) has introduced the In-Canada Workers Initiative to fast-track permanent residency for temporary workers.
In 2026, 20,000 temporary residents are projected to move to permanent status, with another 13,000 anticipated in 2027, for a total of 33,000 approvals in two years.
Already, 3,600 workers have attained permanent residency in early 2026.
This program does not create a new immigration pathway but accelerates processing for existing applicants under the Provincial Nominee Program, Atlantic Immigration Program, caregiver, and agri-food pilots.
Eligible applicants must have lived in a smaller or rural community in Canada for at least two years, with the goal of easing labor shortages outside major cities.
However, temporary residents in large urban centers remain excluded, leading to disappointment for many hoping for broader opportunities.

The TR-to-PR Initiative: What It Really Means for You
This is not a new open-door program, IRCC is simply accelerating existing PR applications from specific inventories, with no new intake portal for temporary residents who have not already applied. If you hold a PGWP, live in a major city, or have not yet filed a PR application, this initiative does not apply to you right now.
What to do this week:
Pro tip: IRCC has confirmed that applicants do not need to take any action if they are already in the eligible inventories, the department will contact you directly. If no one has reached out, assume you need to explore another pathway.

If the TR-to-PR initiative does not apply to you, Express Entry may still be your clearest route and right now, you can help shape how that system works. IRCC is consulting the public on proposed reforms to Express Entry and the CRS, and the deadline to submit feedback is May 24, 2026. Canada.ca
