Key eligibility rules require you to have permanent resident status and to have been physically present in Canada for at least 1,095 days over the past five years.

 

You must also have filed income taxes for a minimum of three years during that time.

 

The application process demands careful attention to detail, including submitting the correct forms and documents to Immigration, Refugees and Citizenship Canada.

 

Applicants between the ages of 18 and 54 must also prove language proficiency and pass a citizenship test on Canadian history, government, and values.

 

The final, powerful step is the Oath of Citizenship ceremony.

 

There, new Canadians receive their certificates and gain full privileges, including the right to vote and hold a Canadian passport.

2. Express Entry Prioritizes In-Canada Workers and Specific Sectors

 

The Express Entry system continues its focus on targeted, category-based draws to meet specific economic and labour market needs.

  • Category-Based Draws Dominant: Draws in late 2025 are heavily favoring candidates with experience in high-demand fields like Healthcare and Social Services and those with French language proficiency.

  • Focus on Canadian Experience: There is an increased priority on candidates already in Canada, particularly those in the Canadian Experience Class (CEC), as part of the effort to transition temporary residents to permanent status. Recent CEC draws have had high Comprehensive Ranking System (CRS) scores, indicating strong competition.

  • Upcoming Change: The government has proposed eliminating the points awarded for an approved job offer (LMIA-based) in the Express Entry system in the Spring of 2025 to curb fraud.

 

3. Increased Provincial Nominee Program (PNP) Flexibility

 

Following federal reductions, several provinces advocated for and received adjustments to their PNP allocations, allowing them to better address acute local labour shortages.

4. Updates to Study Permit Requirements and International Students

 

New rules and increased financial requirements continue to affect international students.

  • Proof of Funds Increase: Jurisdictions like Quebec have significantly tripled the proof of funds required for study permit applicants beginning in 2026, setting a higher bar for entry.

  • Processing Delays for Extensions: While some initial study permit applications have seen slight improvements in processing times, in-Canada applications for study permit extensions and Post-Graduation Work Permit (PGWP) extensions are experiencing dramatic delays (up to several months), creating uncertainty for those awaiting status approval.

 

5. New Caregiver Pilot Programs in Development

 

The government is advancing a new permanent residence pathway for caregivers.
