Canada is preparing to launch a new Temporary Resident to Permanent Resident (TR-to-PR) pathway with 33,000 spots, but there’s a key detail many people are overlooking: applicants working in Toronto, Vancouver, and Montreal will likely not be eligible. This new pathway is designed to support smaller cities, rural communities, and regions facing labour shortages, making it a more targeted immigration program rather than one open to everyone.

 

This shift reflects Canada’s broader strategy to redistribute newcomers across the country. With major cities facing overcrowding and housing pressure, the government is now prioritizing areas that need workers the most. If you’re currently in a large city, this pathway may not be an option, and you’ll likely need to rely on alternatives like Express Entry, Provincial Nominee Programs (PNPs), or employer-sponsored routes.
