What changed

LINC stands for Language Instruction for Newcomers to Canada. It is the free English program funded by Immigration, Refugees and Citizenship Canada (IRCC). Classes are split into two stages: Stage 1 (CLB 1 to 4) and Stage 2 (CLB 5 to 8).

Settlement agencies report that federal money is now focused on Stage 1 only. The advanced classes are being phased out. In Calgary, one agency said about 500 students lost their advanced classes, and its waitlist is over 2,000 people.

In Ontario, IRCC funding for Occupation-specific Language Training (OSLT) also ends in September 2026. OSLT taught workplace English for specific careers at public colleges.

Why this matters for your career

CLB 4 helps you handle daily life, like shopping, the bus and a doctor's visit. Workplace English is different. It is how you explain your experience in an interview, speak up in meetings and write clear emails.

One settlement agency in Abbotsford put it simply: people at CLB 4 can get by, but better jobs open up between CLB 5 and 8. That is the level that just lost its free federal support.

What this means for you: if you were waiting for an advanced LINC class, you need a new plan.

A second change: the clock on free services

Since April 1, 2026, economic class permanent residents can use IRCC-funded settlement services for 6 years after they become a PR. On April 1, 2027, that drops to 5 years. This includes people who came through Express Entry or a Provincial Nominee Program, plus their spouses and children.

What that means in dates:

• PR before April 2020: your window has already closed.
• PR before April 2022: your window closes on April 1, 2027.

Settlement services are more than language classes. They include job search help, employment coaching and help getting your foreign credentials recognized.

What to do this week

1. Know your level. Take the CLB Online Self-Assessment to check your reading and listening.
2. Count your years. Find the date you became a PR on your Confirmation of Permanent Residence. If you are close to year 5, book free services now.
3. Find what is still free near you. Search your postal code on IRCC's Find free newcomer services tool. Call first, because class lists are changing fast.
4. Look beyond federal programs. Ask your public library about free English conversation circles. Ask your local college about continuing education courses.
5. Ask at work. If you have a job, ask your manager if there is a training budget for language or communication courses.

The bottom line

The free path to advanced English is getting smaller, but your goal has not changed. Know your level, use the free services you still qualify for, and build a plan that does not depend on a class that may not come back.

The newcomers who act this month will be ahead next year.
